of rural drinking water sources, protection of drinking water sources in rural areas by the end of the挥个协服务全民创业作用。县个协积极与我县有关部门协调，对具备失业、下岗、返乡农民工、失地农民身份的个私会员开展电脑、面包等免费技能培训。为有效解决私营企业招工难的问题，推出劳动用工联系卡，凭卡免费享受劳动部门提供的就业信息服务。协会还联系社保部门设计了“个体工商户参加社会基本养老保险明白卡”，鼓励创业人员参加社保免除创业后顾之忧。目前，已发放免费技能培训卡445张，劳动用工联络卡324张，社保明白卡1123张。通过为全民创业营造良好环境，今年全县各类市场主体新增就业人员4399人。
二、着力于监管转型，全力营造良好市场竞争环境
我局认真履行监管职能，以食品安全、制假售假、农资、不正当竞争、传销、无照经营等为监管重点，坚持整顿与规范并举，处罚与教育并重，推行教育、警示、处罚“三段式”

处罚，有力地抓好了整顿和规范市场经济秩序的各项工作，同时大力加强消费维权网络建设，为我县营造安全健康的消费环境和竞争有序的市场环境做了积极的工作。截止目前，全局共依法查处各类违法案件153起，。
（一）强化以食品安全为重点的流通领域商品质量监管。我局认真执行了食品安全监管各项制度，开展了节假日食品安全监督、打击流通环节违法添加非食用物质和滥用食品添加剂等执法行动，加强对流通领域商品质量抽查检测，共送检24个批次。不合格12批次，对建材市场进行了21批次送检，不合格19批次。对电动自行车，手机，小型潜水泵等也都进行了送检，都存在不同情况的质量问题。同时，使用快速检测设备对食品进行了检测，共检测食品148批次，合格139批次。全年组织了食品专项整治18次、出动执法人员检查721人次，车辆160多次，捣毁制假窝点1个，查处食品违法案件18件、案值12万元。
（二）大力整治违法广告虚假宣传。召开了全县10个职能部门参加的医疗、药品广告监管联席会议，加大整治合力。对医疗、药品、保健食品广告存在部分不规范的情况，及时责成相关单位整改，全年立案处罚违法户外广告9起。针对部分商户经销假冒“＊＊白茶”及虚假宣传现象，我局组织对全县白茶市场进行了全面整顿检查，查扣了涉嫌问题白茶121盒。
