为了进一步激发广大教师、教育工作者的工作热情和积极性，提高教育教学水平，推动全县教育事业稳定、健康、持续发展，在请示县委、县政府后，县教育局局务会议研究决定，开展2013—2014学年度各类县级先进评选活动。评选说明如下：
一、先进名额分解原则
、公平和公正。本次先进名额严格按照教学单位教师人数和综合评估排名计算确定。计算办法如公式所示：
单位分解表彰名额＝（按教师人数分解名额+按综合评估分解名额）×校正系数
按教师人数分解名额＝（拟分解表彰人数×所占比例）×（单位专任教师人数÷全县专任教师总数）
按综合评估分解名额＝〔（拟分解表彰人数×所占比例）×（同类校专任教师数÷全县专任教师总数）〕×〔(同类校末尾排名数+1-单位排名数)÷同类校名次累计数〕
。为全面落实素质教育，适当照顾农村边远山区学校，充分调动全体教师的工作积极性，本次先进名额分解坚持各级各类学校同一标准，不再设高三优秀班主任、高三优秀科任教师、高考成绩优秀单位等奖项。为让更多教师享受到职业尊荣和成就感，进一步扩大表彰奖励范围，除教学标兵外，三年内已获得同类同级别奖项的不得申报评选；已由县委组织部、县教育局发文提拔到学校领导岗位和调到城区工作的教师不得申报评选；每人至多只许申报一项荣誉（含教学标兵）评选，不得重复申报。
