“HERO”（英雄）。当时，建设迎春商务区，多数人不看好，有近90%的官员和老百姓存在反对声音，他们担心高楼建成后成为“空壳”楼宇。如今，迎春商务区已全部结顶，其中18幢已投入使用，共入驻企业635家，%，已成为省政府命名的省级现代服务业集聚示范区，并成为浙江县域楼宇经济发展示范区和中国最具活力的楼宇经济样板区。在兴建商务区之初，几乎没有几个人把商务区和英雄联系到一起。今天，英雄这个单词是国内首个县级商务区——桐庐迎春商务区的生动写照，更是对桐庐全体领导干部的褒扬肯定。
二、桐庐经验做法
近年来，桐庐县委、县政府紧紧抓住城乡区域统筹发展的历史性机遇,选择了一条符合桐庐实际的发展战略，给桐庐带来了日新月异的变化。
1、发展理念先进。桐庐的成功不是偶然的，他们有太多值得我们学习和借鉴的经验，通过这次考察学习，给我最大的感受就是，桐庐的领导干部思想活跃、敢闯敢试，如，他们勇于直面困难，突破常规，打造出国内首个县级商务区。不瞻前顾后，不左顾右盼，桐庐的成功秘诀就是不断解放思想、处处敢为人先。
2、工作力度强劲。用强劲这个词语，是因为桐庐工作力度让我惊叹。迎春商务区，建筑面积达80万平方米，仅用3年时间全部建成并投入使用；滨江商住综合体，总用地面积1850亩，拆迁房屋面积37万余平方米，涉及人口5000余人，投入资金约18亿元。他们想方设法破解征地拆迁和资金难题，迅速启动了该项工程。如此速度、如此效率，都取决于他们抓项目的力度。
