市、县（市）区人民政府应当创新城市管理的运行服务机制，引导和支持社会力量参与城市管理，推动市政设施建设和维护、园林绿化养护、环境卫生等公共服务社会化和市场化。
第六条  公民、法人和其他组织依法享有参与城市管理的权利，有维护市容环境卫生和公共秩序的义务，有权对违反城市管理的行为进行劝阻、举报。
第二章 城市管理职责
第七条  市、县（市）区人民政府设立城市管理委员会，组织、指导、协调、监督和考核城市管理工作。
城市管理委员会应当根据城市综合管理目标，制定具体考核方式、方法，定期对城市管理工作进行监督检查和考核并公布结果；建立有关行政主管部门联席会议制度，协调解决城市管理中职责不明确或者涉及多个部门管理等问题。
第八条  市、县（市）区城市管理部门是城市管理的行政主管部门，负责市容环境卫生、数字化城市管理平台的建设与运行，依据有关规定行使城市管理相对集中行政处罚权；对于城市管理工作中职责不明确、涉及多个行政主管部门职能交叉等方面的事项，报请同级人民政府或者城市管理委员会确定。
规划、建设、环境保护、水务、园林绿化、公安机关、房产、工商、卫生、食品药品监督、民政、交通运输、体育、文化广电新闻出版、商务等行政主管部门，以及其他有关部门和单位，应当依据城市综合管理目标，制定相应的规范，在各自职责范围内做好城市管理工作。
经济技术开发区、高新技术产业开发区、新站综合开发试验区的城市管理机构，在其辖区内依法履
