第九条 城市供热专项规划由市、县(市)供热行政主管部门会同发展与改革、城乡规划、国土资源、环境保护等有关行政管理部门编制，经省建设行政主管部门评审和市人民政府同意后，纳入城市总体规划。
城市供热专项规划由市、县(市)供热行政主管部门组织实施。
第十条 新建、扩建、改建城市道路应当根据城市供热专项规划同时设计和敷设供热管网。
供热管网敷设需要穿越单位、厂区或者居民小区时，单位和个人应当予以配合。因施工造成损坏的，由建设单位予以修复；无法修复的，应当予以赔偿。
第十一条 热源建设单位在项目列入年度建设投资计划前，应当取得相应供热行政主管部门核发的技术论证报告书。
第十二条 新建、扩建、改建供热工程，应当符合城市供热专项规划，并经市、区、县(市)供热行政主管部门同意后，按照有关规定办理相关审批手续。
第十三条 建设单位在办理建设工程规划许可证前，应当向市、县(市)供热行政主管部门提出申请，由市、县(市)供热行政主管部门根据城市供热专项规划确定供热方案，建设单位应当按照供热方案进行建设。
第十四条 建设工程竣工后，建设单位在组织验收时，应当通知有关供热单位参加供热工程专项验收。

供热工程验收合格后，建设单位和供热单位应当在区、县(市)供热行政主管部门监督指导下进行建管交接。未经建管交接的，不得交付使用，供热单位不予供热。
第十五条 在已建成和规划建设的集中供热管网范围内，不得批准新建、扩建自备热电厂和永久性锅炉。
暂不具备集中供热条件的采暖建筑，可以使用临时锅炉作为供热热源；在集中供热管网到达该地区并具备供热能力时，临时锅炉供热管网应当并入集中供热管网。
第十六条 市、县(市)人民政府限期拆除的分散燃煤供热锅炉，应当并入集中供热管网或者经改造后使用清洁能源。
任何单位和个人不得阻挠、妨碍拆并网工程。
第十七条 供热单位接并热负荷，应当符合供热专项规划，并具有富余的供热能力或者扩容能力。
第十八条 新建、扩建、改建建筑新增供热面积的，建设单位应当按照有关规定交纳供热基础设施配套费。
分散燃煤锅炉并入集中供热管网，属非居民用户的，供热基础设施配套费由房屋产权人交纳，符合减免条件的，按照有关规定执行；属居民用户的，免收供热基础设施配套费，由政府从收取的供热基础设施配套费中给予适当补贴。原供
