第二章 规划与建设
第八条城市供热发展规划由市人民政府指定有关部门依据城市总体规划编制，报市人民政府审查批准。
第九条新建、扩建、改建的供热工程（含分散锅炉建设）必须符合城市供热发展规划，按基本建设程序报批后，方可进行建设。
第十条城市供热工程的设计、施工，应当由具有相应资质证书的单位承担，并执行国家有关技术标准和规范。
供热工程施工质量监督，按国家有关规定执行。
第十一条城市供热工程竣工后，应当按照国家的规定组织验收，未经验收或验收不合格的，不准投入使用。
供热工程竣工后，建设单位应当向城市供热行政主管部门提交竣工技术资料。
第十二条对集中供热区域内现有的分散锅炉，应当按照城市供热发展规划进行改造，实行集中供热。
第十三条集中供热建设资金可采取国家投资、地方自筹、受益单位集资、城市建设维护费、环境污染治理费以及利用外资和银行贷款等多渠道筹措。
第三章 供热管理
第十四条从事经营城市供热的单位，应当按城市供热企业资质管理规定经资质审查初审合格后，方可到工商行政管理部门办理注册登记。
第十五条热源单位与供热单位、供热单位与用户，应当签订《供热合同》，明确双方权利和义务。
第十六条热源单位和供热单位，应当按市人民政府规定的日期供热或停热，供热参数应当达到供热运行要求，不准擅自停止供热。
城市供热的室内温度，应当达到市人民政府规定的标准，室温合格率达到百分之九十八以上。
第十七条热源单位、供热单位应当对其管护的供热设施定期检查，及时维修，保证安全运行。
第十八条热源单位和供热单位的设施发生故障停热时，应当通知用户并立即组织抢修，尽快恢复供热，同时报告供热单位上级主管部门和城市供热行政主管部门。
第十九条供热单位工作人员应当遵守职业道德，执行服务规范和标准，尽职尽责，秉公办事，不得利用职权徇私舞弊。
第二十条司炉和运行人员，应当经培训合格，持证上岗，执行操作规程，确保安全运行。
第四章 用热管理
第二十一条需要用热的用户，应当向供热单位申请办理用热手续。
