住建行政执法管理办法
第一章 总则
第一条 为加强住建系统行政执法队伍的正规化建设，提高执法人员素质，规范执法行为，强化执法监督，树立住建行政执法队伍良好形象，推进依法行政，特制定本办法。
第二条 本办法适用于全县住建系统行政执法单位及执法人员。
第三条 坚持有法可依、有法必依、执法必严、违法必纠的原则，实行统一领导与分级负责的制度，接受社会监督。
第四条 县住建局负责全县建设行政执法的管理、监督检查工作。
第二章 证件
第五条 住建系统行政执法证件实行谁颁发谁管理的原则。住建执法部门、机构统一使用省法制办印制、省住建系统厅颁发的执法证件为有效证件，方具备执法工作的资格。行政执法证件的持证人必须具备以下条件：
（一）拥护中国共产党的领导，愿意为社会主义现代化建设服务，热爱住建管理和住建行政执法工作。
（二）属于住建行政主管机关或管理机构的在编在岗人员；
（三）在住建行政执法岗位从事具体执法的人员；
（四）熟悉本行业相关的法律、法规、规章和有关政策以及本行业的专业知识；
（五）遵纪守法，忠于职守，秉公执法，清正廉洁，作风正派；
（六）身体健康，能有效履行行政执法职责；
（七）经过行政执法岗位培训、资格考试合格。
第六条 执法证件实行年度审验制度，超过有效期（一年）后未经验证盖章，证件自动失效；因缓审、暂扣证件的，待期满后加盖当年“住建行政执法证验讫”印章
