在房屋建设竣工验收合格后，按照审定的农户名册和补助金额将资金通过“一折统”拨付至农户手中。补助资金用于集中招标采购建材的，采购过程及结果要向群众公开。
六、质量安全要求
改造和新建的房屋，要立足抗震减灾，提高设防标准。组织专业技术人员，按照《甘肃省农村危旧房改造工程建设管理办法》对在建房屋结构、质量、施工安全、抗震防灾性能等进行监督检查，严格材料、质量标准和施工规范，确保工程高水平、高质量进行。
七、实施程序
（一）申请。各乡镇政府要组织力量广泛宣传危旧房改造政策，认真排查，摸清底子。凡列入危旧房改造的农村困难家庭，由农户向村委会提交书面申请，说明投工和自筹资金情况。
（二）评议。村委会负责召开村民代表会议，对危旧房改造申请户进行评议，完成初选，经公示无异议后，上报乡镇政府审查。
（三）审查。乡镇政府对上报的危旧房改造户申请材料进行审查并组织人员入户调查，在初步核准危旧房改造对象和提出补助标准建议后，上报县城乡建设局审批。
