二、发展思路
（一）指导思想。
以党的十七大精神和省九次党代会、省委九届四次全会精神为指导，深入贯彻科学发展观，以富民惠民、建设民族地区小康社会为目标，充分利用民族地区独特的生态资源和丰厚的文化资源，把旅游与文化、历史、生态结合起来，加快民族地区旅游产业的发展，促进产业结构优化，促进农牧民增收致富，促进民族文化繁荣，促进对外开放，促进民族地区环境、经济、社会全面协调可持续发展。
（二）基本原则。
1. 坚持政府主导、企业主体、市场化运作原则。加强组织领导，加大协调力度，在政策法规、战略规划、基础设施建设、市场监管、形象宣传、公共服务、安全保障等方面发挥政府的主导作用。充分发挥市场对资源配置的基础性作用，在旅游投资、市场开发、产品促销、经营服
