第三十三条扰乱军事禁区、军事治理区的治理秩序，情节严峻的，对首要分子和直接责任人员比照刑法第一百五十八条的规定追究刑事责任；情节稍微，尚不够刑事惩罚的，比照治安治理惩罚条例第十九条的规定惩罚。
