 （三）普查：各级道路运输管理机构对所管辖的道路运输安全责任单位进行全面检查。
    （四）督办：上级道路运输管理机构对下级道路运输管理机构和从事道路运输经营以及道路运输相关业务的就某项工作进展情况实施专项监督，直至完成。
