2005年换届以来,他们就开始跑城中村改造的各种审批手续,且该项目还是国家、省、市批准改造的采煤沉陷区治理项目,但直至今年8月份才全部办理完毕各种手续,时间长达五年之久。究其原因,一是程序繁琐复杂。据了解,办理城中村改造审批手续共有15道程序,需分别经过村(居)委、镇(办)政府、县级政府、市政府以及市发改委、城建、国土、规划、环保、消防、拆迁办等职能部门审批。完成所有审批手续要盖18个公章。二是一些党政机关行政效能低,服务意识淡薄。少数机关工作人员办事拖拉,服务意识差,有的还存在吃拿卡要现象。三是办事人员业务不熟,易走弯路。办理具体手续的村(居)委两委成员,由于文化素质、社会交际能力等因素所限,致使在办理有关手续过程中难免走一些弯路,延误一些时间。
    (二)拆迁难度大。拆迁问题始终是制约城中村改造的焦点和难点问题。其主要根源:一是房租价格高。近年来,随着房价上涨,市区房屋租赁价格也大幅提升。区位好的单元楼每套每月租金达1000至1500元左右。而城中村改造拆迁过渡期每年每平方米只补贴5元,村(居)民认为不合算,不愿拆迁。二是部分群众担心不能按时回迁。由于城中村改造是一项复杂的系统工程,村民担心村(居)委干部的承诺难以兑现,担心不能按时回迁。三是拆迁补偿标准不统一,造成拆迁户相互攀比心理严重。之前,在城中村“一村一策”改造推进过程中
