第五条 参合人员必须进行手术治疗的，手术费用、镇痛棒等费用另计。参合人员在住院期间作以下特殊工程的检查和治疗，所发生费用按40%比例补偿：
①应用CT、核磁共振；
②立体、定向放射装置；
③超声乳化治疗白内障、前列腺气化仪治疗前列腺肥大、微电极介入治疗、心脏激光打孔、抗肿瘤免疫治疗工程。
第六条 参合人员在住院治疗过程中，医护人员要因病施治，不得违反医疗分级护理指导原那么，提高护理级别，变相增加医疗费用，套取合作医疗基金。
急危重病例占总病例数，二级医院每月不超过15%，一级医疗机构不超过5%，其中，特级、一级护理天数占急危重病例住院日50%以下。
病种分类由医疗机构经办人员统一扎口网上实时上报。
第七条 医疗机构应遵循医疗行为标准，严把入院转诊关，不得把不符合住院条件的参合人员，收住入院，不得把不该转院的病人推诿到上级医院，增加农民负担。
第八条 医疗机构应严格执行本方法，确保新农合住院按床日付费制度顺利实施。
此方法由市卫生局负责解释。
