1、核实精神病人根底数据并及时更新。组织我区的专〔兼〕职精防医生对我区登记在卡〔册〕的精神病人进行数据核实，做到“四清楚〞〔即底数清、去向清、治疗情况清和精神状态清〕，并及时更新相关数据。
2、对重点精神病人开展走访评估。由社区精防医生联合责任民警、居委会工作人员等组成监控小组，对辖区精神病人进行逐一评估，并依据风险评估分类标准，对列管的重点精神病人逐人走访评估。

对明确诊断的社区精神疾病患者实行“四期管理〞:对疾病期管理对象每两周至少随访一次；对波动期管理对象每月至少随访一次；对慢衰期和缓解期管理对象每三个月至少随访一次。确保有需求的精神疾病患者获得根本的药物治疗和医疗、康复效劳。〔四期管理有没有变动〕
3、对需要住院治疗的重点精神病人收住院治疗。对必须住院、建议住院的，要积极发动监护人或近亲属送病人住院治疗。对在家监护、一般关注的，监护人或近亲属提出住院治疗请求的，要协调解决入院问题。对流浪乞讨的精神病人，有暴力行为、没有监护人或近亲属、监护人或近亲属无力看管的和必须住院但监护人或近亲属不配合住院的，依据?北京市精神疾病患者强制治疗实施方法?规定，配合公安部门送指定医院强制治疗。对境外来京的精神病人依照有关规定收住医院治疗。
4、对未住院精神病人落实分级管控。监控小组要对建议住院而未能住院以及在家监护的重点精神病人，分片包干，经常走访，并与监护人或近亲属建立联系，掌握动态；对一般关注的重点精神病人要由监护人或近亲属每日通报病人情况；对有肇事肇祸或滋事倾向的精神病人，要与当地管片民警建立每日联络制度，了解掌握情况；对其他登记在卡〔册〕的精神病人，与公安、民政、残联等部门一起做好管理工作。
5、做好住院精神病人的治疗及平安管理工作。对“十八大〞期间仍在住院治疗的精神病人，要积极进行治疗和管理，防止病人外逃，流落社会，造成重大影响。尤其对于那些因病情波动发生肇事肇祸或滋事行为而住院的精神病人，要发动家属在
