第四条  团支部工作的基本原则：
1、接受党组织的领导，围绕本单位的中心工作，充分发挥党的助手和后备军的作用。
2、代表维护青年利益，引导青年健康成长。
3、坚持民主集中制的原则。
第五条  团支部受同级党组织和上级团组织的领导，同时接受同级行政的帮助和指导。
第六条  团支部应围绕单位的“急、难、险、重、新”任务，积极开展突击活动和达标争先创优活动，当好党的助手、行政的帮手。
第二章  团支部建设
第七条  团支部组织设置原则：
1、凡有三名以上团员的单位，均可建立团支部。
2、组建团支部时，应根据实际情况的需要，可将团支部“以大化小”或“集小合大”，以适应我管理区的特点，便于开展团的工作。
第八条 团支部委员会由团员大会按照选举的基本程序选举产生，每届任期一至两年。支部委员会候选人可以采用自荐、推荐、组织考察提议和团员直接选举的办法，青年党员可以担任支部委员会成员。团支部委员会对支部团员大会和上级团组织负责，负责处理和领导支部日常工作。
