“公共自行车〞的概念最早起源于欧洲。1965年在荷兰开始出现第一代公共自行车系统。1995年丹麦首都哥本哈根推出第二代公共自行车系统。在美国、法国、英国、加拿大等国家也都陆续开展了公共自行车租赁效劳。我国最早开始推行公共自行车租赁系统的是江苏省，苏州、徐州、昆山、常熟等城市已积极投入并成功运营，其中昆山、常熟等城市更荣获国家住建部第一批自行车交通示范城市。在江苏省推行成功之后，截止2022年，公共自行车系统已遍布我国四川、山东、浙江、湖南、广东、陕西等多个省份。各个省份在推行公共自行车系统的同时，积极的响应十八大关于建设“资源节约型和环境友好型社会〞的号召，大力宣扬“低碳出行，绿色环保〞的口号，从绿色环保出发，紧紧地把握住了当前绿色、节能、减排的大方向和主题，最大限度地节约本钱、保护环境，促进社会经济的可持续开展。
