五、施工单位编制施工组织设计及专项安全施工方案时应当根据现行规范标准，结合工程特点、进度和作业环境等列出安全防护、文明施工措施费用的使用项目、投入计划，并在施工过程中严格按施工组织设计及专项安全施工方案具体实施。
六、建设单位、监理单位应当对施工单位落实安全防护、文明施工措施等情况进行监督。监理单位发现施工单位未落实安全防护和文明施工措施的，有权责令其限期整改直至停工整改；对拒不整改的，必须及时向工程所在地安全生产监督机构或建设行政主管部门报告。
七、工程竣工结算时，涉及计费基数的工程量等有变动时，安全防护、文明施工措施费用、增加费用和奖励的最终计取按合同相应的条款必须做出调整。
建设单位、招标代理机构、造价咨询单位、施工单位、监理单位在建设工程安全防护、文明施工措施费用的计价和使用管理过程中，必须严格按照省建设厅《通知》中的要求和以上规定执行，相关主管部门发现有违规行为的视情节轻重按有关法律、法规或规章给予相应的处罚。
