建设社会主义新农村,是党的十六届五中全会作出的重大决策,是中国现代化进程中
的重大历史任务。新农村建设对高等教育有着广泛的需求,高等教育应该努力承担为新农
村建设服务的使命。
本文试图解决的问题是:为什么高等教育要服务新农村建设?当前我国高等教育服务
农村中存在的主要问题和原因是什么?高等教育服务新农村建设的路径与机制怎样选择

本文共分六部分。一、高等教育服务新农村建设的可能性与必要性分析。论述为新农
村建设服务是高等教育职能的要求与时代要求。二、新农村建设对高等教育的需求分析。
论述新农村在经济、文化和教育等方面建设发展都离不开高等教育的支持。三、高等教育
服务新农村建设的现状分析与范例解析。从高校、社会和农村三个方面分析高等教育服务
新农村建设存在的问题及原因,并对当前我国高校服务农村的成功典范进行解析。四、高
等教育服务新农村建设的路径选择。为适应新农村建设发展的需要,高校作出了面向农村
定向招生和定向分配的改革,对农民教育培训的改革和专业课程设置的改革,等等。五、
高等教育服务新农村建设的机制探讨。提出从扩大高校办学自主权,改革现行高校评估体
系,增加“科教兴农”指标与建立和完善高校的职务晋升和绩效考核制度。六、高等教育
与新农村建设的案例:来自大学生志愿者的行动。通过采访大学生志愿者与广大农民,笔
者发现唤起农民对人才的渴望与需求的极其重要性。
新农村建设离不开高等教育的智力支持,高等教育的发展需要拓宽广大农村的市场。
高等教育与新农村相依相存,相得益彰。高等教育为新农村建设服务,不仅有利于促进新
农村建设的发展,而且有利于推动高等教育体制改革,促进高等教育大众化深入发展,提
升高等教育对农村地区经济发展的贡献度。高等教育能否真正与新农村建立双赢互动发展
关系,将决定中国农村是否能持续健康发展,决定我国是否能达到全面建设小康社会的宏
伟目标。

Abstract
The construction of a new socialist countryside, munist Party’s major policy
decision made by the Fifth Plenary Session of the 16th CPC mittee. That is a
major historic task in China's modernization process. Building new rural areas has
extensive demand for higher education, for higher education needs to undertake the new
mission of serving rural areas.
This thesis attempts to solve such problems as following: Why does the higher
education serve new rural construction? What are the main issues e from the
service which higher education services the rural areas and why? How to choose and build
the means and mechanism which higher education serves the rural areas construction?
This thesis is included six parts. Firstly, the possibility and the necessity of analysis of
the services, which discusses serving the new rural construction is requirements of the age
and of the function of the higher education. Secondly, analysis of demand witch requires in
the higher education to build a new countryside. In this part the author would analyze the
