新农村建设中村民自治存在的问题及对策

论文摘要：中国的第一个村委会成立于1980年2月，地点在广西宜山县三岔公社合寨村，然后全国各地的村委会逐步建立。从村委会的成立到现在，已经走过了29年。其间，村委会为农村的发展与稳定作出了巨大的贡献。但是，也不容过于乐观。正如商鞅所说的“治世不一道，便国不法古”。在新农村的建设中，以村委会为表现形式的村民自治出现了一系列很严重的问题。为了社会进步，我们要搞新农村建设，但是为了搞好新农村建设，我们必须改革村民自治中不合理的部分，使新农村建设顺利进行，村民自治制度是到了应该完善的时候了。
