其次次世界大战爆发后，洛杉矶的飞机制造和军事工业快速进展，很快成为美国第三大城市。随着工业进展和人口剧增，20世纪40年月初，洛杉矶就已有汽车250万辆，每天消耗汽油1600万升。由于汽车漏油、汽油挥发、不完全燃烧和汽车尾气，每天大量废气向城市上空排放。而这些废气，在5月至10月的剧烈阳光作用下，常会发生光化学反响，生成淡蓝色光化学烟雾。这种烟雾中含有臭氧、氧化氮、乙醛和其他氧化剂，滞留市区久久不散。
而且，地处太平洋沿岸的洛杉矶只有西面临海，其他三面环山；再加上当地独特气候的作用，在洛杉矶上空形成强大的长久性的逆温层。这种逆温层使大气污染物不能上升到越过山脉的高度。就这样，洛杉矶的光化学烟雾因无法集中，滞留在市区，从而毒化了空气。尤其是1943年以来，每年5月至10月间，该市常常消失烟雾几天不散的严峻污染。很多居民消失眼睛痛、喉咙痛以及不同程度的头痛，此外还消失了家畜患病、农作物生长受影响等现象。
在1952年12月的一次光化学烟雾大事中，洛杉矶市65岁以上的老人死亡400多人。1955年9月，由于大气污染和高温，短短两天之内，65岁以上的老人又死亡400余人，很多人消失眼睛痛、头痛、呼吸困难等病症。直到20世纪70年月，洛杉矶市还被称为“美国的烟雾城”。
