背景：目前中国有6000多万残疾人，其中听力言语残疾2057万人，视力残疾877万人，智力残疾1182万人，肢体残疾877万人，精神残疾225万人，多重及其他残疾782万人。据1987年残疾人抽样调查推算，%，%，男女性别比例基本一致；0—%，%，%。与全国人口相比，残疾儿童少年的比例偏低，残疾老年人比例偏高，这主要是因为许多残疾人在青壮年致残和随年龄增长人体机能衰退造成许多老年人成为残疾人。%，%，城乡比约为1：3。目前残疾人就业率为80%，盲童、聋童、%，还有979万贫困 残疾人尚未解决温饱。
