泉、南博山等5个镇和上瓦泉等30个村已整建制建成有机农产品生产镇、生产村。二是大力培育示范基地。积极探索联合出租、土地入股、租赁经营等多种模式的土地流转机制，着力打造10万亩金银花、万亩猕猴桃、万亩绿茶等10余个有机农产品示范基地，实现了建一片、成一片、发挥效益一片。三是大力培育示范户。选择有一定种植规模和帮扶效应的农户进行重点扶持，发挥对周边农户“传、帮、带”作用，进一步提高了农民的积极性和自觉性，迅速形成了发展有机农业的良好氛围，取得了事半功倍的效果。
三、实施龙头带动，提升产业化发展水平。按照工业反哺农业、城市反哺农村的要求，大力推进农业产业化进程，通过企业化运作、园区化管理、专业化开发、规模化经营，初步形成了生产布局区域化、产业基地规模化、经营主体多元化的发展格局。围绕延伸拉长农业产业链条，鼓励非农企业向有机农产品种植加工业转移，大力引进和发展有机农产品精神加工项目，重点扶持山东豆禾、山东上水等10余家农业龙头企业做大做强，培育发展了宏泉猕猴桃、金洼韭菜等一批农业专业合作组织，形成了“公司+基地+农
