基本实现“三年翻一番、五年接近翻两番”。只要我们保持这样的势头，就能解决南部发展面临的问题。二是夯实了跨越发展的基础。三年建成连通95%乡镇、50%村的3000多公里农村水泥公路网络，完成了县行政中心搬迁和市民公园、西河大桥、城西客运站、110千伏变电站、50万方天然气输气管道、黑龙观新农村示范片、龛院寺扶贫新村等具有“拐点”意义的重大项目，启动了“三高一铁”、革命老区连片扶贫开发、杜家湾制水厂、城北片区2300亩土地整治、新区文体产业园、新世纪购物中心、“四街两路”特色商业步行街等重点工程，城市建成区面积扩大到28平方公里、常住人口达到28万。南部已具备建设现代生态大城市的坚实基础。三是培育了支撑发展的产业。规划26平方公里的南部经济开发区，属全省成长型特色产业园区，已建成7平方公里，入驻中盐银港、华润雪花、国能生物、海南金鹿、嘉佳丝绸等工业企业76户，形成了“一区三园”的格局；发展速生林45万亩、蚕桑35万亩，建成国家优质种苗基地2000亩，蚕桑、速生林、水果、畜禽四大特色产业基地初具规模，挤进全省林产业十强县、全省蚕桑产业四强县；建成升钟湖国家4A级旅游景区、600亩全国最大“桂博园”、3000公里“立体绿色景观通道”，创造了“全国钓鱼城市”、“中国桂花城市”品牌，生态经济、生态旅游开始破题；
