（三）人事处：负责根据国家有关规定和学校实际情况，在对科研工作进行绩效考核的基础上，结合科研人员实绩，遵循公开、公平、公正原则，协同计划财务处、科学研究部合理安排绩效经费。
（四）二级学院：负责领导和督促本单位科研工作的正常开展；合理归集和开支本单位科研项目应负担的日常水、电、气、暖消耗和现有仪器设备及房屋有偿使用等科研项目间接费用或管理费；配合学校对科研工作进行绩效考核。
（五）审计和纪检部门负责科研经费的审计和监督，按国家和学校的要求，定期对科研经费使用和管理进行检查或专项审计，监督、检查项目负责人按照项目预算或合同约定在其权限范围内使用经费，确保科研经费合理使用。
（六）项目负责人对所承担项目经费的使用和管理负主要责任，自觉接受有关部门的监督和检查，对科研经费使用的相关性、真实性、有效性和合理性承担相应责任。
第三章 经费开支范围
第六条 纵向科研经费中的“973计划”、“863计划”、国家科技支撑计划专项和公益性行业科研专项项目经费（以下简称“四类科研经费”）开支范围分为直接费用和间接费用；其它纵向科研经费开支范围分为直接费用和管理费。横向科研经费的开支范围在确保完成项目合同任务的前提下根据需要开支，如开支人员酬金等，各项开支不得违反国家有关政策规定。
