1 基本要求
本规定所称石油库指油田、销售企业收发和储存原油、成品油、半成品油、溶剂油、 润滑油、沥青和重油等储运设施。
本规定所称罐区指炼化企业收发和储存原油、成品油、半成品油、溶剂油、润滑油、 沥青和重油等储运设施。
新建、 改建、 扩建石油库和罐区应符合国家有关标准， 其中油田企业石油库应符合 《石 油和天然气工程设计防火规范》GB50183 规定；炼化企业罐区应符合《石油化工企业设计 防火规范》GB50160 规定；销售企业石油库应符合《石油库设计规范》GB50074 规定。
2 职责
石油库应成立安全生产领导小组，设置安全工程师或专职安全员，班组设置兼职安全 员。 石油库安全生产领导小组主要职责
贯彻执行安全生产方针、政策、法规，加强班组建设，全面落实安全生产管理工作。

制定落实安全生产责任制、安全管理制度、安全操作规程、安全措施、考核标准和 奖惩办法等，定期检查、考核。
对重点防火部位要做到定人、定位、定措施管理;制定应急预案，每季度组织 1 次 演练。
对员工进行安全教育，每月组织 1 次安全检查。
建立安全管理台账、记录、档案，做好基础管理工作。
负责与毗邻单位组成治安、消防联防组织，制定联防公约，加强联系，定期活动。
罐区安全管理作为炼化企业安全管理的组成部分，执行本企业相关管理规定。
3 安全管理
石油库及远离炼化企业的独立罐区应设置包围整个区域的围墙，实施封闭化管理，
