一、重大动物疫病防控责任制
（一）局长主要职责：

1、组织分析和研究全区动物疫病防控形势，安排、布置全区重大动物疫病防疫工作，落实防控工作经费；
2、向上汇报防控工作，争取动物防控工作政策，发生重大动物疫情时及时采取应急处理措施，努力将疫情控制在最小范围内；
3、主持制定动物防控制度，督促分管副局长和有关人员强化动物防控监督管理，严肃追究违法和失职责任。
（二）分管副局长主要职责：
1、制定全区日常动物防控工作方案，报局长会审定后组织实施；
2、经常性组织各种形式的动物防控工作检查，督促各级动物防疫机构认真落实防疫责任，扎实开展动物防疫工作，对检查中发现的问题及时通报和处理；
3、组织查处违法经营者和防疫失职人员，依法、依程序惩治违法者和失职者。
（三）区动物疫控中心主任主要职责：
1、组织开展动物疫病监测，根据本区动物疫病现状制定具体的动物免疫方案，报局审定后实施；
2、制定全区重大动物疫病防控技术方案、应急预案；
3、组织供应兽用生物制品、免疫标识、免疫档案、免疫器材等防疫物资；
4、负责全区动物疫病防控技术指导培训；
5、组织收集和报告动物疫情、扑灭动物疫点、诊断疑难病例。
