答：建设单位或者个人在取得建设工程规划许可证后，经昭平建设局派出有关技术人员现场放线，验线后，方可正式施工。

答：根据?广西实施〈城市规划〉方法?四十六条的规定：以下行为均属于违反?广西实施〈城市规划法〉方法?的行为，违反其中任意一条的，由县级以上人民政府城市规划行政主管部门昭平县建设局予以处分。
〔一〕未取得建设工程规划许可证或者擅自改变建设工程规划许可证的规定进行建设的，责令立即停止建设。已经形成的各类违法建设工程，虽影响城市规划实施，但尚可以采取改正措施的，责令限期改正，并处以罚款；严重影响市场规划实施的，责令限期撤除或者予以没收违法建筑物、构筑物及其他设施。
〔二〕未经城市规划行政主管部门批准，擅自改变建筑物或者构筑物使用性质的，责令限期改正，并处以罚款；
〔三〕利用失效的建设用地规划许可证或者买卖，转让建设用地规划许可证的，撤消其建设用地规划许可证，没收违法所得，可以对直接责任人处以3000元以上
