?标准?的起草以一条主线贯穿始终，即“严肃查处违法用地、切实保护耕地〞。同时，注意把握以下几点：
一是总结经验，解决问题，力求?标准?的针对性和前瞻性。部已在全国范围内部署开展了8次土地卫片执法检查工作，积累了很多珍贵的经验，?标准?一方面注意总结吸收以往的好做法、好经验并通过?标准?固定下来；另一方面针对过去工作开展过程中存在的问题作出相应规定。与此同时，?标准?的起草也特别注意分析了将来在全国实行土地卫片执法检查全覆盖后可能出现的新情况、新问题和新要求，并针对这些情况和问题加以标准，以保证?标准?具有一定的前瞻性，防止出现“朝令夕改〞的问题。
二是内容具体，流程明晰，确保?标准?的操作性。?标准?以土地卫片执法检查工作的目标和任务为引领，逐项分解工作步骤，详细规定了每个步骤的工作内容和操作要领，便于各级国土资源行政主管部门按图索骥，高效开展工作。同时，?标准?从管理需要出发，对土地卫片执法检查的工作内容及所需采集的信息作出规定，防止增加不必要的工作量，并确保地方在具体实践中能够操作下去。此外，?标准?力求逻辑严密、文字简洁、概念明晰、承转流畅，防止地方国土资源行政主管部门在理解和执行中出现歧义，力争使即便没有从事过这项工作的同志，经过简单的培训，就能掌握和开展这项工作。
