办法全文：北京市公共租赁住房管理办法（试行）
配租对象：
 
（包括已通过廉租住房、经济适用住房、限价商品住房资格审核尚在轮候的家庭以及其它住房困难家庭）。
如何申请：
 
1. 取得廉租住房、经济适用住房、限价商品住房资格的家庭：无须再次申请，只要到户籍所在地街道或乡镇住房保障管理部门登记。填写《申请公共租赁住房轮候预先登记表》即可进入公共租赁住房轮候范围。
2.“三房”轮候家庭外的其他住房困难家庭：如果要申请公共租赁房，相关的细则还在制定中，这些家庭可以通过先申请“三房”资格，以同时获得公共租赁房的申请资格。
所需材料：
 
申请人身份证、“三房”审核备案通知单。
特别提示：
 
符合配租条件的家庭只能承租一套公共租赁住房。
优先配租对象：
 
其中符合廉租、经适、限价“三房”申请条件及家庭中有60岁(含)以上老人、患大病人员、残疾人员、复转军人、优抚对象或属重点工程拆迁的可优先配租。
配租制度：
 
公共租赁住房实行公开配租制度，由产权单位编制配租方案报住房保障管理部门核准后组织配租。
租赁期限：
 
1. 租赁期限最长为5年，合同期满承租家庭应当退出住房。
2. 承租家庭需要续租的，应在合同期满前3个月内提出申请，由产权单位会同相关单位复核，符合条件的续签租赁合同；
3. 承租家庭不符合承租条件暂时不能腾退承租住房的，租赁合同期满后给予2个月过渡期，过渡期内按同类地段类似房屋市场租金收取租金。过渡期届满后承租家庭仍不退出承租住房的，按房屋产权单位规定的标准收取租金，具体在租赁合同中约定，拒不退出行为记入信用档案。
