编制XX镇规划应当依照《村XX镇规划标准》进行。
第九条 XX镇的总体规划报县级人民政府审批，详细规划报XX镇人民政府审批。XX镇人民政府在向县级人民政府报请审批XX镇总体规划前，须经XX镇人民代表大会审查同意。
第十条 任何组织和个人不得擅自改变已经批准的XX镇规划。确需修改时，由XX镇人民政府根据当地经济和社会发展需要进行调整，并报原审批机关审批。
第十一条 XX镇规划区内的土地利用和各项建设必须符合XX镇规划，服从规划管理。
任何单位和个人必须服从XX镇人民政府根据XX镇规划作出的调整用地决定。

第十二条 XX镇规划区内的建设工程项目在报请计划部门批准时，必须附有县级以上建设行政主管部门的选址意见书。
第十三条 在XX镇规划区内进行建设需要申请用地的，必须持建设项目的批准文件，向XX镇建设行政主管部门申请定点，由XX镇建设行政主管部门根据规划核定其用地位置和界限，并提出规划设计条件的意见，报县级人民政府建设行政主管部门审批。县级人民政府建设行政主管部门审核批准的，发给建设用地规划许可证。建设单位和个人在取得建设用地规划许可证后，方可依法申请办理用地批准手续。
第十四条 建设规划用地批准后，任何单位和个人不得随意改变土地使用性质和范围。如需改变土地使用性质和范围，必须重新履行规划审批手续。
