每年10月下旬被考核单位组织自查，并将自查情况报市应急办。每年11—12月上旬，由市应急办牵头组织开展考核工作，并依据日常掌握情况和实地考核、抽查结果，提出考核意见，经市应急委审定同意后，以市政府办公室文件形式通报考核结果。考核的主要内容如下：
（一）组织体系建设情况
包括应急管理领导机构、办事机构、专项指挥部、专家组、应急救援队伍建设、落实应急管理行政领导责任制情况。
（二）应急预案体系建设情况
包括总体预案、专项预案、部门预案、大型活动应急预案、社会单元预案的编制、备案、演练和动态管理等情况。
（三）应急管理运行机制建设情况

包括隐患排查、信息报告、信息监控和预警、先期处置、协助处置和恢复重建、调查评估和统计分析等机制建设情况。
（四）应急基础设施建设情况
包括应急避难场所、应急平台等公共安全基础设施建设情况。
（五）科普宣教及保障措施落实情况
包括落实应急管理行政领导责任制、应急管理资金投入、应急救援物资资金储备、应急知识培训和宣传普及、落实市委市政府、市应急委领导交办的有关事项、上报应急管理相关文字材料等工作情况。
五、考核奖惩
应急管理工作考核结果作为评价各地各部门应急管理工作进展情况的依据。
对应急管理工作做得好的通报表彰，对应急管理工作完成不好的通报批评，被通报批评的单位要向市政府写出检查，并拿出整改意见；对迟报、谎报、瞒报和漏报突发公共事件重要情况或者应急管理工作中有其他失职、渎职行为的领导和责任人，给予行政处分；
构成犯罪的，依法追究刑事责任。
六、考核的组织和领导
应急管理目标考核工作在市应急委的领导下进行，由市应急办牵头协调和组织各相关部门组成检查考核小组。按照仙桃市关于加强应急管理工作的总体目标和要求，结合年度工作重点和工作安排
