第一章总则
第一条 为保证出差人员工作与生活的需要，规范差旅费管理，根据财政部印发的《中央国家机关和事业单位差旅费管理办法》( 财行[2006]313号 ) 和我省实际情况，按照节俭必需的原则制定本办法。
第二条 本办法适用于省级党政机关 、人大机关 、政协机关、审判机关、检察机关、民主党派机关、人民团体和事业单位（以下简称省级单位），包括驻西安市城区以外的省级单位。
第三条 差旅费开支范围包括城市间交通费、住宿费、伙食补助费和公杂费。
第四条  城市间交通费和住宿费在规定标准内凭据报销，伙食补助费和公杂费实行定额包干。
第五条 省级单位要切实贯彻勤俭节约、艰苦奋斗的精神，建立健全并严格执行出差、报销审批制度，严格控制出差人数和天数,不得向下级或其他单位转嫁差旅费。
第二章 城市间交通费
第六条 出差人员要按照规定等级乘坐交通工具。未按规定等级乘坐交通工具的，超支部分自理。
