(一)党风廉政建设责任制考核实行“一票否决”，被评为“差”等次的领导班子，取消当年评选先进资格，领导班子主要负责人年度考核不得评为“称职”及以上等次；被评为“差”等次的领导干部，取消当年年度评先选优资格并予以免职，一年内不得提拔使用。
(二)领导班子成员违纪违法受到党纪政纪处分或刑事处罚的，领导班子主要负责人年度考核不得评为“优秀”等次；部门领导干部违纪违法受到党纪政纪处分或刑事处罚的，分管领导年度考核不得评为“优秀”等次。
第十三条 本系统、本单位、本部门在贯彻落实党风廉政建设责任制方面出现问题的，依据相关规定实行问责。
第三章执行重大事项决策制度
第十四条 集体领导和分工负责制
(一)实行集体领导和个人分工负责相结合的制度，领导班子成员的分工由主要负责人提出初步意见，征求其他领导班子成员意见，经党组会讨论决定，及时公布并向上一级党组报告。
(二)领导班子成员要按照分权制衡的原则进行分工，主要负责人不直接分管人事、财务和基建工作，领导班子成员分管税务稽查工作的，不得同时分管重大案件审理工作，分管财务工作的，不得同时分管审计工作。领导班子成员的分工，原则上不超过5年调整一次。
(三)领导班子不按规定分工、调整分工的，责令改正。个人不服从调整的，对其进行诫勉谈话。
第十五条 党组议事规则和局长办公会制度
(一)各级党组和行政领导班子应当制定、完善并严格执行议事规则和工作规程，按规定应由集体讨论决定的事项，必须提交会议审议并如实记录存档，形成会议纪要。
(二)党组会和局长办公会应按议题确定、预告、酝酿讨论、形成决议等程序进行。会议议题确定后，应至少在召开会议前1—2天预告，无特殊原因，不得临时动议召开党组会、临时增加会议议题。在集体讨论决定重大事项时，实行主要负责人末位发言制。
