摘要
2009年9月1日,贵州省贵阳市率先宣布建立网络新闻发言人制度,在这之
后,各地政府的网络新闻发言人纷纷亮相。
网络新闻发言人在全国各地的集中出现绝非偶然,而是新的媒介生态下催生
的政府行为的新形态。在诞生之初,这个新兴名词一度被媒体追逐热捧,被公众
寄予厚望。那么网络新闻发言人制度运行 9 个月之后,它的现状如何?是否符合
公众的期待?
本文重点选取贵阳市网络新闻发言人制度为研究对象,对其 9 个月的运行状
况进行跟踪研究,并从传播学视角来审视“网络新闻发言人”的内涵与外延,它
与传统新闻发言人制度之间有何异同?对它的现状、问题与未来之路进行初步探
索。
总的说来,网络新闻发言人制度的诞生有其积极意义。但就本质而言,它是
传统新闻发言人在网络空间的延伸,他在思想传统和规则设定上与传统新闻发言
人并无二致,只是由于秉承了互联网的媒介特性,才使得它在行为方式上有所不
同。正因为如此,网络新闻发言人制度存在“电子形式主义”的隐忧,网络新闻
发言人行为失范的问题较为严重。而造成这一原因的根源乃是法律监督的缺位。

Abstract
Guiyang, the capital of Guizhou Province, announced the establishment of the
network news spokesperson system, on September 1th, that, local
governments have unveiled work spokesman.
Network spokesman appeared around the country at the same time is not
accidental, but the new form of government action under the new media ecology. At
the birth work news spokesperson system, this new term was once chased by the
media, high hopes by the public. 9 months after what the current status work
news spokesperson system is ? Does the public expect?
This article focuses on the spokesperson system of Guiyang City for the
study, and its 9 months to track the operational status of research. And look at from the
perspective munication "network spokesman" , the connotation and extension, it
with the traditional press spokesman of the similarities between the systems? Its status,
problems and future paths were investigated.
Overall, the birth of work news spokesperson system has its positive
significance. But in essence, it is the extension of traditional spokesman in cyber-space,
so work news spokesperson has no difference with the traditional
spokesman on the aspect of ideological tradition and the rules. Because of this,the
network news spokesman system has "e-formalism"
