摘要
证券市场是一个风险高度集中的市场,具有风险来源广、传导性强和社会危害巨大等特点。目前我国证券市场监管的现状与飞速发展的现实要求还存在很大的差距。证券监管规范发展将是证券市场监管所不可偏颇的、相互制约而又相互促进的两个基本方面。建立和完善与我国社会主义经济体制相适应的市场监管体系尤为重要。证券市场能否有效运行则是证券市场监管能否发挥其重要作用的鉴证。因此,针对市场监管中存在的问题,本文从我国的综合国情和改革开放的历史背景出发,通过对证券市场监管理论的探讨、对证券市场不同监管体制的比较,结合我国证券市场监管实践,分析了我国证券市场监管过程中存在的问题,指出了其存在的缺陷。并结合国际监管经验,针对这些问题提出了相应的对策。

Abstract
Securities market is a highly concentrated market risk, having a wide source of risk, strong conductibility and huge social harm, etc. The present situation of China's securities market regulation and the requirements for rapid development there is a big gap. Securities regulatory specification development is not biased by securities market regulation, restraining each other and promote each other of the two basic aspects. Set up and improve the corresponding to China's socialist economic system of market supervision system is particularly important. That securities market can run efficiently is the securities market supervision that can play the important role of verification. Therefore, in view of the problems that exists in the market regulation. This article is from our country'prehensive national conditions, the historical background of the reform and open policy. The article discusses the theory of securities market regulation and makes parison of different regulatory system in the securities market. bined with our country securities market supervision practice, analyzed the problems exist in the process of securities market regulation. It points out its defects. Combined with the international regulatory experience, put forward the corresponding countermeasures to solve these problems.
