就业状况的好坏直接关系一个国家的经济发展人民生活水平的提高,还影响国家政权的基础、社会秩序的安稳。纵观全球,无论发达国家还是发展中国家无一不面临失业问题的困扰。通过“natural rate of unemployment”可知,失业问题是不可能彻底消除的。在社会上存在一定程度的失业人员是当今经济发展不可逃避的正常现象。但是大量并超量的失业人员势必对国民经济
和社会生活造成巨大的消极影响,不利于全社会的安全稳定和健康发展。失业对个人和家庭来说,无疑是一出悲剧。对国家和社会来说,更是造成秩序紊乱和社会紧张的一个重要因素。相对于整个社会来说,实则是生产资源上的一种无形浪费。事实上,就业和失业是同一个问题的两个面,不容分割,而将两者连接起来的一个重要桥梁便是失业保险。而由此孕育而生的失业保险制度正是基于失业这一问题的存在而建立的一种制度安排。它旨在保障失业者的基本生活以及帮助他们尽快再就业。解除劳动者的后顾之忧,维护社会安定,为经济的健康发展提供人力资源支持。为了解决失业问题,政府应该建立失业保险制度,减少失业,保障失业者的基本生活以及帮助失业者尽快再就业。所以一个好的失业保险制度既能避免失业给人民带来的巨大冲击,又能帮助失业者再就业。因此构建好失业保险制度将是一项任重而道远的伟大事业。
“士不可以弘毅,任重而道远”如何使失业保险制度适合我国社会经济的基本国情,使之更有益于我国社会经济的快速发展,是当前政府和保险人应当考虑和面临的重要问题。
