关于廉租住房保障专项补助及收支情况填表说明
四川省财政厅综合处:
根据四川省财政厅关于印发?四川省廉租住房保障专项补助资金实施方法?的通知〔川财综[2023]51号〕文件精神,我局配合县廉租住房保障办公室、县民政局认真填报了资中县住房保障情况表,现根据填表情况作如下填表说明:

一、低收入家庭标准:由民政部门提供的资中县2023低保家庭收入标准每人每月160元填报。
二、人均住房建筑面积标准9M2、人均住房保障建筑面积10M2:根据资中府办发[2023]107号文件精神填报。
三、·M2、市场平均租金 ·M2:根据资中县物价局通过市场调查测算并按县政府批准公布的数据填报。
四、年度保障情况
〔1〕、小计户数——2366户、金额:;户数是根据租赁补贴户数2150户加上实物配租户数216户之合填报;。
〔2〕、租赁补贴户数——2150户:其中:2023年新增租赁补贴户数630户〔省下达我县2023年民生工程目标任务新增租赁补贴户数627户〕,剃除2023年已补贴2023户中2023年经审核不符合享受条件的户数484户〔公式:2023-484+630=2150〕。
〔3〕、;符合保障条件的低保家庭中的低保人口每人每月按租房面积10平方米,补贴标准2元/月·m2,2023年我县实际租赁补贴金额填报。
〔4〕、实物配租户数216户;是根据2023年度我县实际新建廉租住房填报。

〔5〕、实物配租金额1068万元;是根据2023年度我县实际新建廉租住房财政预算已安排拨付的金额填报。
五、年度保障情况
:是根据县财政预算安排的土地出让净收益80万元,〔由于市住房公积金中心未分配我县净收益,所以“住房公积金增值收益〞没有填报安排数〕加川财综[2023]36号中央专项补助583万元、再加上川发改投资[2023]377号、川财投[2023]。
〔附表2〕
一、廉租住房保障条件
〔1〕、低收入家庭标准:与附表1相同。
〔2〕、人均住房建筑面积标准13M2:根据资中县实际情况,2023年保障范围扩大到人均住房建筑面积13M2以下。
二、廉租住房保障标准
〔1〕、人均保障建筑面积13M2:根据?资中县城镇最低收入家庭廉租住房管理暂行方法?的规定填报。
〔2〕、·M2、市场平均租金4元/月·M2:根据资中县物价局通过市场调查测算数据,经县住房保障领导小组研究填报。
三、年度保障情况
〔1〕、小计户数2434户、:为租赁补贴户数和实物配租户数及租赁补贴金额和实物配租金额相加之和。

〔2〕、租赁补贴户数2234户:是根据2023年实际补贴户数2150户加上预计2023年新增300户,再减去2023实物配租的216套〕。
〔按每户3人计算,每人按13M2,,共计十二个月〕。
计算公式:2234×3××13×12=。
(3)、实物配租户数为200户、金额为1500万元:根据2023年规划数填报。
四、年度资金安排情况——:其中预计:住房公积金增值收益120万元;;中央专项补助600万元;中央投资补助800万元;(267-=)。

一、收入——1255万元:为2023年、2023年省财政厅下达我县廉租住房保障中央专项补助及中央投资补助之和。

三、结余——:为2023年我县实际结余的中央专项补助资金。

一、收入——1255万元:与表3收入数相同。分别为川财综[2023]70号省厅下达我县2023年度中央廉租住房保障专项补助资金267万元;川财综[2023]36号省财政厅、省建设厅下达我县2023年中央廉租住房保障专项补助资金583万元;川财投[2023]341号追加下达我县2023年中央预算内基建支出预算〔拨款〕205万元;川发改投资[2023]377号下达我县2023年中西部财政困难地区新建廉租住房投资方案200万元。

一、廉租住房保障条件
1、人均收入线(180元/月):根据民政部门提供“十一五规划〞2023年160元/月、2023年200元/月填报。
2、人均住房建筑的面积14㎡:根据“十一五〞规划,保障面积2023年13㎡、2023年15㎡填报。
二、廉租住房保障标准
住房保障建筑面积14㎡和租金补贴标准〔.㎡〕:.㎡、2023年3元/月.㎡填报。
三、低收入家庭住房困难户数

四、廉租住房保障方式及资金需求
1、租金补贴——户数2334户为“十一五〞期末户数。
2、租金补贴——:为2023年1500万元和2023年1800万元预计补贴金额之和。
3、实物配租——户数200户为“十一五〞期末户数。
4、实物配租金额3300万元:为2023年和2023年预计补贴金额之和。

〔附表5〕
一、低收入家庭人均月收入160元是民政局提供的低保户人均月收入填报。
二、当地居民人均月收入是根据县统计局提供的城镇居民可支配收入946元填报。
三、低收入家庭人均住房建筑面积13m2根据?资中县城镇最低收入家庭廉租住房管理暂行方法?的规定填报。
四、,根据资中县房地产管理局提供的数据填报。
五、廉租住房租金收支情况:由于我县无廉租住房租金收入和支出,故无数据。
