关于完善财政扶贫管理机制提高扶贫资金使用效益的思考
财政扶贫资金效益是对扶贫资金在使用管理过程中的平安性、完整性、经济性,以及工程实施后所产生的社会效益、生态效益和经济效益的综合性描述。近几年来,我们在扶贫资金的审计中对资金使用效益进行了初步探索,发现在财政扶贫管理体制上存在一定的问题,影响了扶贫资金使用效益。怎样才能充分发挥财政职能作用,完善财政扶贫管理机制,提高扶贫资金使用效益,为实现扶贫攻坚目标做出奉献。笔者有如下几点思考:
一要深入实际、调查研究。毛泽东同志讲:“没有调查,就没有发言权〞。只有深入基层,调查了解贫困地、贫困人口目前最迫切需要解决的是什么,才能使扶贫工作做到更好。因此,基层财政工作人员要有脚踏实地的精神、实事求是的态度、求真务实的品格、真抓实干的作风,真正深入到每个贫困乡、每一个贫困村、深入到许许多多贫困户家中去,去调查了解其有没有饭吃,有没有水喝,有没有通路,有没有通电,有没有根本的医疗、教育条件等等诸如此类的直接影响贫困地区群众生产、生活的问题。做好这些工作没有一种艰苦奋斗的奉献精神不行,必须动真情、做实事,为根本消除农村绝对贫困奉献自己的力量。

二要建立完善财政扶贫管理机制。财政扶贫资金使用是否有效,是衡量财政扶贫工作成功与否的一个重要标准。因此财政部门在扶贫工作中最重要的职责就是加强对财政扶贫资金的管理。这就要求我们对财政扶贫资金运行过程中的每个环节,诸如资金的分配、使用对象确实定、使用方向的选择、监督机制的完善等,都要做出科学的比拟和分析,确保资金使用效益的最大化。
,确保财政扶贫资金及时到位。为了防止资金分配的随意性,要使扶贫资金用到最需要的贫困地区。财政扶贫资金是农民的救命钱,要及时拨付到位,绝不允许这样或那样的理由去截留、挤占、挪用。要加强资金管理,标准运作,专款专用,杜绝一切超范围使用扶贫资金现象的发生。
,标准管理,提高财政扶贫资金使用效益。一是要严格按照扶贫资金管理方法,设立专户,实行专户管理,封闭运行。资金的拨付由扶贫部门根据工程的进展情况提出具体意见后,由财政部门结合扶贫部门意见按进度拨付。对挤占、挪用、改变工程方案的,财政拒绝划拨,杜绝一切扶贫资金不合理开支现象。二是扶贫资金使用要坚持最大效益原那么,发挥扶贫资金的引导功能,充分调动农户自身投入为导向,信贷、外资和社会投入为补充的多渠道、多元化投入体系。使扶贫资金不能“撒胡椒面〞,要把有限的资金用在良种引进、基地建设,

“龙头〞培植和信息体系建设等关键环节上。所有渠道下达的扶贫资金都要按照“用途不变,渠道不乱〞的原那么捆绑使用,确保扶贫资金发挥最正确效益。三是创新工程实施的组织领导机制。在组织实施上,要抓大户带规模,抓基地促生产,抓“龙头〞促销售。通过实行科学规划、资金倾斜、科技指导、流通联结、领导帮扶等措施,抓示范,培植一批种养加工专业大户和专业村社,建设一批示范基地和龙头企业,形成一批脱贫致富的扶贫典型,带动产业化扶贫的健康开展。四是政府要强化效劳职能。要充分尊重农民生产经营自主权,不搞强迫命令,不搞一刀切,通过政策引导、帮助规划提供效劳来解决农户迫切需要解决的信息、资金、技术、市场等问题,着力为扶贫工程的实施创造优良环境。要建立好产业化扶贫的技术支撑和信息效劳体系,保障扶贫工程的顺利实施。五是强化监督意识,却保资金落实。为确保扶贫资金落实到位,发挥效益,财政、审计部门要组织扶贫资金专项检查,针对存在问题及时纠正,提高工作的透明度。对实施的工程和资金全面的推行公示公告制,建立监督员制度,使“民心工程〞成为融洽和密切党群、干群关系的纽带和桥梁,促进农村稳定和经济开展。
三要注重新产品和能源开发。扶贫资金在投入使用过程中,要加强“输血〞,解决贫困人口眼前的困难,为维持简单再生产和扩大再生产打下坚实的根底。但不能仅偏重“输血〞,

“输血〞不是扶贫的目的,相反会造成搭配对象的自卑和依赖心理。因此,以“造血〞为主,输之必要“输血〞。而且要偏重“造血〞功能,开发新产品和资源,开展二三产业,让扶贫资金真正成为启动经济开展的助推器,充分发挥扶贫资金的经济效益、社会效益和生态效益。
四要坚持“治标〞、“治本〞相结合。贫穷、落后只是贫困地区的表象,而生产的根源是不同的。因此,扶贫时要用“治标〞的方法开展“短、平、快〞的经济工程,加强农村根底设施建设,改变贫困人口根本的生产、生活状况,切实把握好扶贫资金解决温饱的目标。同时,又要从根本上着眼,加强教育和培训,提高贫困人口科学文化素质。俗话说:“授之以鱼,不如授之以渔〞。制裁是长远的“治本〞之策。只有“标本兼治〞,扶贫工作才能收到好的效益。
五要遵循实事求是,因地制宜的原那么。农业生产受自然因素的影响很大,具有地域性和不稳定性。自然环境条件直接制约农业生产效率。因此,扶贫资金投放的工程和方向,一定要遵循自然规律和社会经济规律,其投放的顺序也要遵循这些规律,做到因时制宜,因地制宜,有针对性的扶持那些能尽快发挥到最大效益的工程,是有效的扶贫资金发挥到最大的使用效益,使经济效益,社会效益和生态效益都得到提高。

六要坚持有偿投入和无偿投入相结合。扶贫资金的使用,既要考虑的贫困地区的自我积累能力较弱,效益较低的实际情况,对一些整体效果、全局利益好的工程,应无偿扶持,这样有利于增强贫困地区致富的根底,增加其开展的后劲。同时,对经济效益较好、具有归还能力的贫困乡、村、户所用的扶贫资金,那么采用市场运作方式,要求归还,这对于扶贫投资主体和被扶贫对象,都有很大的压力;正是由于压力的存在,保证了借贷双方都要不惜余力的地加强对“造血〞工程的科学论证和反复筛选,有效地推动贫困地区的“造血〞工程建设。
七要搞好部门协作。财政部门要主动搞好与部门协调配合,在工程选择、资金安排和监督管理上充分发挥各部门的职能和优势,努力形成齐抓共管的工作机制,提高扶贫工作的整体水平和效益。在工程管理金和资金管理上实行的都是以财政为主并充分尊重其他部门意见的管理方式,在工程管理上其他部门负责工程的选择和执行,财政负责工程的审定和监督的两种管理方式。只要理顺了财政部门与其他部门之间的关系,调动了各个方面的积极性,就会形成一种合力,为扶贫工作提供一种良好的工作环境。
