2023年入库人员选拔方案
为适应税收工作开展的需要,切实加强收入规划核算人才队伍建设,建立坚强的收入规划核算组织保障体系,根据?全国税务系统中长期人才队伍建设规划〔2023-2023年〕?和?国家税务总局专业人才库管理方法〔试行〕?规定,制定本方案。
一、指导思想
贯彻落实人才强税战略,培养选拔收入规划核算专家型专业人才,发挥示范带动作用,推动收入规划核算工作思路创新、方法创新、技术创新。
二、选拔范围和数量
总局收入规划核算人才库包括税收分析、税收会计、税收统计等3个子库,2023年共选拔入库人员100名左右,年龄原那么上不超过45岁。选拔工作面向各级国税、地税机关,不局限于收入规划核算部门。
三、选拔条件
参加总局收入规划核算人才库选拔的人员,除符合?国家税务总局专业人才库管理方法〔试行〕?规定的根本条件外,还应符合以下条件:
〔一〕从事收入规划核算工作3年以上,具备良好的政治素质和组织纪律性,有良好的职业道德和爱岗敬业精神,工作思路上有所创新、技术手段上有所创造、税收分析难题上有所突破,为推动税收事业的开展做出显著奉献。

〔二〕在税收分析及相关理论研究中,有较深学术造诣,其分析成果为发挥税收在国家宏观调控中的作用有所奉献,对降低税收风险有较高价值,得到国内外专家公认,具有国内领先水
〔三〕在一线收入规划核算工作中成绩卓著,成为一定区域范围内有影响的业务带头人和实践能手。在日常工作中为解决本单位收入规划核算工作中的重大问题提出前瞻性、战略性工作建议,具有特殊奉献。
〔四〕熟悉税收分析工作,在分析思路上有重大突破,为地方政府经济开展方案提供重要信息,在推广分析模型成果转化、提高行政效率方面的业绩为同行所公认,在相关部门享有较高知名度。
〔五〕上述人员中学历高者优先;所学专业为经济学、统计学、数学和计算机等相关专业者优先;取得注册会计师、注册税务师、高级会计师、高级经济师、高级统计师、高级审计师资格证书或取得高级计算机工程师专业资格证书及相关考试成绩突出者优先。
〔四〕办理入库手续。总局发文确认入库人员名单,向入库人员颁发?国家税务总局专业人才证书?〔
