建立我国对外直接投资的政策支持体系探析

摘要

随着全球经济一体化、区域经济集团化的不断发展和资本国际化趋势的日益加强,
新的跨国投资浪潮正蓬勃兴起,不同国家都在积极利用国际、国内两个市场、两种资
源来寻求发展。我国作为一个发展中大国,要想在日趋激烈的国际竞争中立于不败之
地,在更大范围、更大领域、更高层次上参与国际经济,技术合作和竞争,拓展经济
发展空间,全面提高对外开放水平,就必须大力发展对外直接投资,更好地利用国内
国外两个市场和两种资源。但我国企业的对外直接投资发展速度缓慢,其中有企业微
观方面的原因,也有政府扶持政策不够的原因,文章重点阐述如何建立我国对外直接
投资的政策支持体系。
本文主要有三部分组成。
第一部分着重研究我国发展对外直接投资的必要性。中国加入 WTO 进一步强化了
我国企业对外直接投资的必要性,同时也为我国企业走出去提供了有利的国际环境和
条件。但我国企业对外直接投资的发展缓慢,其中有诸如企业资产规模过小,缺乏技
术优势等微观原因,也存在立法严重滞后、工作机制尚未理顺、信息服务严重滞后等
宏观原因。本文分析政府对外直接投资的政策支持体系。
第二部分通过分析美国、日本、韩国等国的海外投资鼓励政策,并进行国际比较,
指出我国对外直接投资鼓励政策的现状、难点。
第三部分着重探讨如何建立我国对外直接投资的政策支持体系。把理论同当今世
界经济发展的趋势和我国对外直接投资鼓励政策的现状结合起来,提出应加强我国对
外直接投资的政策支持体系的建立。组建中国海外投资的专门执行机构;完善有关立
法工作;建立和完善对外投资的宏观财政政策;建立和完善对外投资的金融政策;建
立健全信息网络体系;建立对外投资的投资保险制度。

With the rapid development of global economic integration, regional economic groups
and capital globalization, new waves of transnational investment have been promoted again.
Most of countries are taking advantage of both international and domestic two markets and
two resources. As a great developing country, China enterprises must take part in the global
economy in wider fields and higher levels to extend the development spaces and improve
the opening level. Thus, they can get the sustained development in the international
competition. Therefore, They need develop direct oversea investment greatly in order to
make full use of international and domestic two markets and two resources. However, China
enterprises proceed slowly at present due to the poor management of enterprises and
insufficient support by government.
The thesis has three parts.
Part one: the main idea is research on the necessity of Chinese direct oversea investment.
