科学发展观与县域经济——以永城市为例

摘要
自然环境和资源是人类赖以生存和发展的物质基础。人类对资源和环境的消耗,
一旦超过了自然界的再生循环能力,势必造成资源枯竭、环境恶化等严重后果,最
终将严重影响人类生活质量,导致生存灾难。我国以往高消耗、低效益、高排放的
粗放型发展方式及“大量生产、大量消费、大量废弃”的经济增长模式已经难以为
继,必须根本变革。中国新一代领导层敏锐地察觉到以往的经济发展模式存在重大
问题,随着社会经济发展,其不适应中国国情和经济活动规律的缺陷暴露无疑。作
为世界人口大国,中国的发展并无先例可循。实践证明不能按传统经济模式发展,
惟有自行探索一种可持续发展模式。“科学发展观”的提出,就是中国未来发展的
必行之路。可以预期,随着“科学发展观”的落实和推进,未来的中国将实现人与
自然的和谐发展,从而引导全社会走向生产发展、生活富裕、生态环境优美、资源
高效利用的发展道路。如此,中国才能真正“为人类做出自己应有的贡献”!
本文试图用理论联系实际的方法,通过对科学发展观基本内涵、基本内容、历
史演变以及落实科学发展观重要意义的分析,通过对东中西部地区落实科学发展观
的优势与困难的探讨,通过对永城市县域经济发展的实证分析,提出科学发展观在
县域经济发展中的路径选择。

Abstract
Natural environment and resources are humans’ physical infrastructure of existence
and development. If exceeded natural recycle capacity ,the consumption of resources and
environment will inevitably result in a depletion of resources, environmental degradation
and other serious consequences, and leading to the survival of disaster. Previously ,high
consumption, low efficiency and high emissions of development mode and “mass
production, mass consumption, mass abandoned” economic growth model has been
difficult to fundamental change. China’s new generation of leadership was keenly aware
of the existence of major problems in the economic development model, with the
socio-economic development, not China's national conditions and economic activities of
mistakes thoroughly exposed.
As the world’s most populated country, has been proved that China’s development
depends itself. As the “Scientific development concept” model was put forward, the
implementation of the future China will achieve the harmonious development of human
and nature, thereby, guiding the society towards the plenteous production, affluent life,
and ecological environment. So, China can truly “make its due contribution to mankind”.
