我国农村土地使用权资本化的经济学分析

农村土地使用权资本化是指把农村土地使用权当作资本使用以获得各种资
本收益,如通过土地使用权出租获得租金,通过土地使用权入股获得股利收入。
农村土地使用权资本化还指农村土地使用权进入市场交易,从而从权证形态转
化为价值形态,转化为资本。农村土地使用权资本化是我国建立社会主义市场
经济体制的必然选择,因为农村土地使用权资本化实现了土地、资金、劳动力
的自由流动、优化配置,有利于建立城乡统一的土地市场,实现城乡土地同地、
同权、同价。农村土地使用权资本化可以实现农村土地规模经营,实现农业产
业化、农业现代化、农村工业化、农村城市化,有利于城乡统筹发展。农村土
地使用权资本化还可改变我国征地制度对农民权益的侵犯,增加农民财产性收
入,有利于扩大内需,有利于改变我国粗放型经济增长方式。
本文针对我国农村基本情况,研究了农村土地使用权资本化的供给方面临
的成本、收益及具体影响因素,需求方面临的成本、收益及具体影响因素。本
文认为土地使用权供给方出卖土地使用权后获得了收入,但也面临寻找工作、
重新创业的成本,作为理性经济人,供给方必须对收入与成本进行比较,才决
定是否出卖土地使用权;土地使用权需求方在市场上购买土地使用权时,把大
量资金投入了土地,而且在农业生产过程中要投入新技术、新品种、新机械,
作为理性经济人,需求方要考虑将来农业收益能否抵补支出,由于农业面临很
大的自然风险、市场风险,农业收益有很大不确定性,所以要求需求方有高超
的风险规避技术,需求方对支出与收入作对比后才会决定是否投资购买土地使
用权。本文通过农村土地使用权资本化供求方成本、收益的分析论证了土地使
用权资本化在我国农村的可行性,并用实例进行了验证。

Abstract
The capitalization of using right of rural land can be defined as regarding land using right as
capital to obtain all kinds of capital e, such as acquiring rental by renting land using right,
gaining stock dividend by ing a shareholder of land using right. The capitalization of using
right of rural land also means that land using right enters market to transact, changing from the
form of right into the form of value, ing capital. The capitalization of using right of rural
land is the necessary choice of our socialist market economy, making land、capital、labour flow
freely, arranging resource well, building land markets through city and countryside, achieving the
same land with the same right and the same price. The capitalization of using right of rural land
can realize the scale managing of rural land, binging about agricultural industrialization and
modernization, achieving rural industrialization, causing village to e city, benefiting the
