在科学技术快速发展和国际竞争日趋激烈的时代背景下,我国电子信息产业对外
贸易的快速发展,在使我国贸易大国的地位进一步得以巩固和提升的同时,也使得我
国电子信息产业面临着更为严峻的技术标准壁垒和国际贸易摩擦等问题。技术标准壁
垒成为限制我国电子信息产业参与国际竞争的第一大非关税壁垒,顺应国际形势,打
破贸易壁垒,提升我国企业的国际竞争力,集合社会各方力量,做出相应的对策已经
势在必行。研究技术标准壁垒的形成机理、影响现状、经济效应及对策策略具有很强
的现实意义和理论意义,通过突破技术标准壁垒,掌握技术标准,让技术标准成为我
国企业提升国际竞争力的重要助推器。
本文首先从模型中分析了技术标准向技术标准壁垒的转化,接着从理论上以波特
的钻石模型为依据,分析了技术标准对产业竞争力的影响机理,是从技术标准与六个
因素的关系,来得出技术标准对产业竞争力产生影响,再接着结合我国电子信息产业
在国际市场上遭遇的技术标准壁垒现状,分析了具体的内、外部原因,结合技术标准
对产业国际竞争力的经济效应和国内外相关案例,针对原因基于技术标准从政府、行
业协会、企业三个层面分别提出了具体的应对措施,来提升我国企业在国际市场上的
竞争力。而本文的创新点在于从技术标准角度出发,来研究产业国际竞争力提升问题,
结合本国电子信息产业的发展现状以及国内外的相关案例,提出从宏观、中观和微观
三个层面来共同应对国际贸易中的技术标准壁垒问题,通过实施技术标准战略,提升
产业国际竞争力,掌握国际竞争的制高点。

Abstract
In an era of rapid development of science and technology and international
competition is ing increasingly fierce backdrop, foreign trade and the rapid
development of electronic information industry in China, in our trade further to consolidate
and upgrade the status of the great powers at the same time, making China's electronic
information industry is facing a much more serious issues such as barriers to technology
standards, and international trade friction. Technical standards barriers limiting China's
electronics and information industry in petition for the first major
non-tariff barriers, in line with the international situation, breaking down trade barriers,
improve the petitiveness of our enterprises, social forces the collection,
appropriate countermeasure is imperative. Present situation of study on formation
mechanism and effect of technical standards barriers, economic effects and counter
strategies has a strong relevance and significance, by breaking through barriers of t
