摘要:建筑工程管理关系我国全面建设小康社会的大局,关系我国新型工业化目标,关系我国综合竞争力的增强。当前,社会对工程管理重要性的认识不足。建国以来,我国有很多较大的工程是采用工程指挥部的形式进行管理的。改革开放后,实行建设单位法人责任制招投标制,项目管理制,许多大型工程进行良好。但从总体上看,工程管理水平低,损失浪费严重,不能适应建设节约型社会的目标要求。

Abstract: The relationship between construction project management in prehensive construction of a well-off society, the relationship between China's new industrialization, enhance petitiveness in china. At present, the shortage of social awareness of the importance of project management. Since the founding of new China, our country a lot of large engineering is the mand in the form of management. After the reform and open policy, the construction unit of the legal person responsibility system of the bidding system, project management system, many large projects are good. But from look on the whole, the project management level is low, serious waste, can not adapt to the construction of a conservation-oriented society of the objective requirements.

一、建筑工程质量管理的背景和现状
随着建设具有中国特色的社会主义事业的不断深入,改革不断向前发展,我国也进入了一个经济发展的转型期,建筑行业的发展尤为突出。但随之而来的建筑工程的质量问题日益凸显,建筑工程施工工序的质量控制成为了建筑施工行业必须解决的问题。建筑工程的施工是一个系统性的工作,组成它的一系列工序是相互关联和制约的。所以,施工工序是建筑工程的基本质量保证,重视施工过程的质量监控,切实加强施工工序的质量控制。建筑施工工序质量控制的关键是需要对建筑施工工程质量的全过程进行控制。而实际的施工过程中,各种主观和客观引起的质量安全隐患没有得到有效的控制和抑制,给国家和人民的生命财产安全造成了重大的威胁。
