财政农业支出与农民收入*
——基于温州的个案研究

摘要:现阶段,提高农民收入对于扩大国内需要,调整经济结构,促进经济持续健康发展,对于缩小城乡差
距,构建和谐社会都有着十分重要的意义。根据温州 1978-2012 年的数据分析结果,温州农业财政支出可以促进农民
人均纯收入的提高,但效应较小。在今年温州农业发展过程中,除进一步扩大农业财政支出外,温州财政农业支出结
构应进一步调整,提高温州支农资金的使用效率,并发挥财政支农资金的导向功能。

Agricultural Expenditure and Farmers' e --Take Wenzhou for Example

Abstract: At present,to improve farmer e is very important to expand domestic demand. Adjusting the economic struc-
ture and promoting healthy and sustainable development of economy have a critical influences on shrinking the gap between urban
and rural e -and building harmonious society. According to the results of data analysis from 1978 to 2012 in Wenzhou , agricul-
tural expenditure can boost e of average per capita increases of farmer, but the effect is smaller. Nowadays during the ag-
ricultural development process, coupling with further expanding the agriculture financial expenditures of Wenzhou, it should further
adjust structure of agriculture and improve the efficiency of use of capital to exert higher roles to the guiding function of
