摘要
城市轨道交通运营专业性强、技术设备复杂、客流量大,造成城市轨道交通安全运营管理的难度较大,因而建立城市轨道交通运营安全管理模式,预防事故发生,提高事故应急处理能力,降低运营中安全事故的社会危害性,已成为当前城市轨道交通运营管理的重中之重。
本文从安全管理模式发展研究入手,分析了安全管理模式的发展趋势探讨了四种安全管理模式的风险控制水平,研究了城市轨道交通运营安全的影响因素,在此基础上,提出了城市轨道交通运营安全管理模式。
本文将安全系统理论、安全风险学、持续改进及安全行为科学等现代管理理论融入到城市轨道交通运营安全管理中,根据安全管理模式设计理论,从安全管理的宏观指导、结构分析、操作方式三个层湎出发,提出了城市轨道交通运营安全管理模式。该模式将运营管理分解为计划、实施、校验、评审四个单元。并依据理论维、目标维、控制维的不同需求提出上诉四个单元的基本管理要素。各要素在总体方针的指导下,相互关联相互促进,形成一套结构化动态管理体系。
最后,本文在此基础上,进一步探讨了城市轨道交通运营安全管理模式各要素的实施流程以及体系进行过程中应当注意的问题。

ABSTRACT
The operation of the city rail transportation professional, sophisticated technology and equipment, traffic safety management, resulting in the difficulty of city rail traffic, thus establishing operation of city rail traffic safety management mode, to prevent accidents, improve emergency response capacity, reduce the social harm accidents in operation, has e the current management of city rail the traffic priority among priorities.
This paper studies the development of safety management mode, analyzes the development trend of safety management mode of risk control level Four safety management mode, study the factors influencing the safe operation of city rail transportation, on the basis of this, put forward the operation of city rail traffic safety management mode.
