中国金融资产管理公司现状和发展方向研究

摘要

本文首先介绍了金融资产管理公司(AMC)成立的背景以及成立的
基本情况,并将 AMC 与美国的债务重整信托公司(RTC)进行了比较研
究。随后,本文对 AMC 的业务发展现状进行介绍,除了对 AMC 在不良资
产处置方面的成绩进行介绍之外,还着重介绍了 AMC 在新业务方面的尝
试及拓展,并同时指出目前 AMC 所面临的各方面问题。
在上述介绍和分析的基础上,本文提出 AMC 的未来发展道路应选择
走一条“大的投资银行”之路,即以投资银行业务为核心业务的金融控
股公司。为了支持这一观点,本文对 AMC 发展成为大的投资银行以及
AMC 采取金融控股公司的组织模式进行了较为深入的研究分析。最后本
文对 AMC 转型提出操作性建议。
中国经济结构调整和金融改革的推进需要包括 AMC 在内的金融中介
机构的迅速发展。政策性不良资产的处置殆尽又使得我国 AMC 面临从未
有过的生存和调整的压力。在这种情况下,系统研究 AMC 的发展问题具
有重大的理论意义和实践意义。
本文一方面对 AMC 成立 7 年以来的情况进行了总结,一方面以 AMC
的发展目标作为研究对象,在对国外传统金融理论和投资银行理论综
述、分析的基础上,比较系统深入的探索了我国 AMC 发展的理论,提出
了进一步发展和完善 AMC 的政策建议。
本文希望通过以上分析研究,不仅能够促进金融中介理论的研究和
现代投资银行理论在中国的应用和发展,而且能够对目前正面临一些困
境的中国 AMC 进一步发展战略的制定、内部管理的改善和核心竞争力塑
造等方面提供有益的理论参考。

CORPORATION FOR PRESENT SITUATION AND
DIRECTION OF THE DEVELOPMENT

ABSTRACT

This thesis firstly introduces the background and general situation of the
establishment of China Asset Management Corporation (AMC), while
comparing AMC with Resolution Trust Corporation (RTC) of USA. Then it
talk about the current situation of AMC’s business development, including
the introduction of the achievement of AMCs’ bad assets disposal, a detail
discuss of the new business attempts and the problems AMC is facing.
On the basis of the introduction and the analysis of the AMCs present
situation, this thesis suggests that AMC should develop its future towards the
big investment bank road. It means AMC should e a Financial Holding
Company with the investment bank business as its core business. To support
this standpoint, this thesis has done an in-depth research on the method of
how AMC can develop to a big investment bank and how it can adopt the
organization mode of a Financial pany. At last this thesis gives
out practical suggestions for the AMC transforma
