作为一个农业大国,我国每年的农业科研成果产出量巨大,农业科研在全国科研事业中占重要地位,是实现农业现代化的必要支撑。近年来,国家进一步加大了农业扶持和开发力度,农产品开发包含市场潜力,农业、农村、农民对农业科技成果的需求量日益提升。因此,如何科学有效地做好农业科技管理工作成为一个历史性的命题。
农业科技评价是现代农业科研管理的必要手段和科学决策的重要依据,科学、公正、有效的科技评价不仅是促进科技资源优化配置,加强农业科技活动的制度化,推动科技事业健康发展的保障,还对调动广大科技工作者的积极性,树立健康的科研学术风气具有重要意义。但是,我国目前尚缺乏符合国情的科学、规范的农业科技评价体系。正确认识我国农业科技评价的现状及存在问题对提高农业科技评价水平,加强农业科技管理,增强农业科技自主创新能力具有重要意义。
1科技评价的起源
20世纪20年代美国针对国会各委员会及议员们提出的各类问题进行研究、分析和评价,其中与科技有关的研究、分析和评价便是科技评价的雏形。40~60年代,科技评价传入欧洲,80~90年代逐渐兴盛起来,随后亚洲国家也开始重视科技评议领域的发展。我国的科技评价起步于90年代初,1993年,原国家科委开始将科技评估手段引入科技宏观管理环节。1997年,国家科技评估中心在原国家科技经济发展研究中心的基础上组建成立。2001年4月,我国科技评估活动的行为规范和技术规范《科技评估规范》公开出版,标志着我国科技评价活动开始正式步入专业化阶段。多年来,中国在科学技术评价方面进行了积极的探索,对提高中国科
