摘要
武器装备质量关系部队官兵生命和战争胜负,是装备采购中的战略性问
,武器装备生产和采购市场化以及高新技术的大量应用等,
,
从当前装备研制生产管理各阶段存在的风险因素识别出发,重点探讨了装备
批生产阶段的质量风险管理的具体实施方法和过程,在此基础上,提出了加
强装备质量风险管控工作的 5 条保障措施,为今后装备研制生产工作提供科
学有效的理论依据和实践方法.
本文首先梳理了国外先进国家装备风险管理的发展历程和基本做法,研
究了装备采购风险管理在国内理论研究、法规体制建设及实践应用中的发展
情况并系统归纳总结出国内武器装备质量风险管理存在的 7 个方面的不足;
其次,武器系统研制生产实现流程出发,对各设计开发阶段可能存在的质量
风险因素进行了全面识别;再次,对装备批次生产过程质量风险进行了识别,
运用概率-影响( P-I)矩阵方法对质量风险进行了分析和排序归类,找出了
影响装备批次生产质量的关键重要风险,并研究了处置质量风险的方法和具
体措施;最后,为有效开展质量风险管理工作,针对当前存在的主要问题,
提出了加强武器装备质量风险管理工作的 5 条措施.

Abstract
The quality of the military equipments is a strategic problem, relating to
soldiers’ lives and victory or defeat in ing war. In the new era, the work
to control the military equipments’ quality has to face the new difficulties, such
as market purchase and the application of lots of new and high technologies and
so on. This paper is established in the author ’s work as a military representative,
mainly for supervising the process of manufacturing military equipments and
checking the products’ quality. The paper explores the techniques to reduce the
quality risk in the process of manufacture and enhance the quality of products
currently. The techniques will offer the scientific theory and methods for the
military representatives’ work .
