健全重庆市城镇社区养老服务体制研究

中文摘要:随着科学技术的进步、经济的发展,人们的生活水平得到改善,医疗条件日趋完善,人口死亡率下降,平均寿命延长,城市面临着越来越严峻的人口老龄化压力。面对日益严重的老龄化趋势,重庆城镇老年人的生活照料、医疗保健和精神慰藉等方面的养老问题越来越突出,而“421”家庭机构的出现、孝观念的改变、个别的虐待老人的出现现状,政府部门不得不去进一步思考,健全和完善我市的养老服务体系。本文从重庆市城市养老服务现状入手,分析了重庆市养老服务现存的主要问题,论述了社区养老的可行性和优越性,有针对性地提出了完善重庆社区养老服务体系的具体对策和措施。

Abstract: Along with the science and technology progress and economic development, people's living standard is improving. For example, medical condition is improved; mortality rate is declined, as well as the average life span is extended. On the other hand, cities face more and more severe aging population pressure. In such an occasion, the life care, medical care and fort aspects of the elder’s life are ing serious problem. And with the emergence of "421" family and maltreatment of old people and the change in the concept of filial piety, government have to think it further, improving the service system of our city's endowment. This paper analyzes the status quo of Chongqing city endowment service of existing problems from the endowment service perspective, discussing the feasibility and advantage munity endowment, pertinently putting forward the measures and solutions.

近几年来,重庆市的老年人口比重在不断攀升,人口老龄化程度在不断加深。根据市老龄委最新数据,,%。据预测,重庆市老龄化的高峰值将出现在2036年,全市老年人口将达到900万人。市老龄委负责人介绍,,机构养老远远无法满足老龄化社会需求。
